This may be somewhat related to #1386 but when I tried an older version of Windows Terminal it wouldn't even install. Since the machine does not have internet, obviously those requests fail. The only thing POSSIBLY related that I saw was when I run it, there are several attempts to reach out to (viewed using fiddler) every time I try to launch it.
